Establishes a congressional district method for allocating Massachusetts presidential electors, with one elector chosen from each congressional district and two electors chosen at-large statewide

Requires at-large presidential electors to vote for the presidential and vice-presidential candidates who won the most votes statewide

Requires congressional district presidential electors to vote for the candidates who won the most votes within their specific congressional district

Amends Chapter 53, Section 8 and replaces Chapter 54, Section 148 of the General Laws to implement this split-allocation system (similar to the method currently used in Maine and Nebraska)

Presidential electors would continue to meet at the state house at 3:00 PM on the federally designated date, with the state secretary calling the meeting to order
