Establishes a special commission to investigate and study ways to increase voter participation in primary elections in Massachusetts

Commission must specifically examine implementation of a "Top Two Primary system," party convention nomination rules, primary election dates, and potential elimination of the current party primary system

Commission membership includes 2 senators, 2 house representatives, the Secretary of the Commonwealth, presidents of the Massachusetts Town and City Clerks' Associations, the executive director of Common Cause Massachusetts, and one representative from each eligible political party

Report with findings, recommendations, and draft legislation due to the General Court 6 months after enactment
