Protects officials from recall based solely on policy opinions or votes within their jurisdiction, unless those actions constitute intentional ethics violations under state regulations

Requires the select board to schedule a recall election within 64-90 days if the targeted official does not resign within 3 business days of receiving notice of a certified petition

Prohibits recall petitions during an official's first or last 6 months in office, and bars recalled or resigned officials from town appointment for 2 years
