Massachusetts Technology Collaborative must establish a pilot program within one year to test blockchain technology for storing real property records in partnership with at least one registry of deeds.

Distributed ledger technology will be tested as a backup system running parallel to the current property recording system for redundancy purposes.

The Collaborative and participating registries must identify legal changes needed to accommodate blockchain-based recording of real property interests.

A final report evaluating the pilot's results and assessing feasibility of broader blockchain deployment must be filed within 12 months after the pilot concludes.

Report recipients include House and Senate clerks, plus joint committees on advanced technology/cybersecurity, municipalities/regional government, state administration/regulatory oversight, and ways and means.
