Prohibits "foreign-influenced corporations" from making independent expenditures, electioneering communications, contributions to independent expenditure PACs or ballot question committees, or spending on charter changes, referendums, or constitutional amendments

Defines a corporation as "foreign-influenced" if a single foreign owner holds 1% or more ownership, two or more foreign owners collectively hold 5% or more, or a foreign owner participates in the corporation's U.S. political decision-making

Requires corporations making covered political expenditures to file a certification signed by the CEO under penalty of perjury within 7 business days, attesting the corporation is not foreign-influenced

Mandates political advertisements include the disclaimer "Some of the funds used to pay for this message may have been provided by foreign-influenced corporations" unless all top contributors have certified their funds are not from foreign-influenced corporations
