Creates the Boat Shrink-Wrap Recycling Fund, administered by the Department of Environmental Protection, funded through a 10% surcharge on all boat registration, title, and permit fees plus legislative appropriations, grants, and donations

Authorizes DEP to provide grant application assistance to marine businesses and requires the department to adopt implementing regulations
