Increases the number of divisions under the State Auditor's office from five to seven by adding a division of transportation reviews and a division of environmental audits

Requires the State Auditor to audit the Massachusetts Bay Transportation Authority (MBTA) at least once every 2 years, with additional audits as deemed necessary

Audit reports must be submitted to the MBTA directors, the governor, and the general court

Authorizes the State Auditor to request information from any state department, commission, officer, or agency during audits and to hire auditors, accountants, and assistants exempt from civil service rules (Chapter 31)

Requires the MBTA to reimburse the commonwealth for the cost of audits conducted
