Amends Chapter 65 of the Acts of 2010 to require property surveys for non-profit yacht clubs and boating organizations to include navigable channels, berthing areas, and mooring areas on the water sheet

Requires establishment of a maintenance schedule for navigable waters from each boating facility as part of the survey process

Assigns the Commissioner of Capital Asset Management and Maintenance and the Commissioner of Conservation and Recreation joint responsibility to manage, operate, improve, repair, and maintain underwater land during lease terms

Conditions leases on lessees having adequate access to navigable waters for recreational boating and mooring, and capacity for water-dependent uses

Takes effect upon passage
