Bans retail establishments from selling polystyrene food service ware, meat/fish/vegetable trays, egg cartons, packing materials (including packing peanuts), and non-encapsulated foam products like coolers, pool toys, and dock floats

Exempts individuals using polystyrene purchased out-of-state for personal use, prepared food packaged outside Massachusetts, and businesses granted hardship exemptions for up to six months

Violations punishable by fines up to $500 per day, with non-criminal disposition starting with a written warning, then $250 for second offense, and $500 for subsequent offenses

Enforced by local Health Agents with authority granted to Boards of Health to adopt implementing regulations
