Amends Chapter 360 of the Acts of 1984 to expand coverage from "lands" to "lands, waters" for National Park Service properties in Massachusetts

Adds new clause (m) granting concurrent jurisdiction over all lands, waters, and buildings acquired, leased, or administratively controlled by the National Park Service on or after the effective date

Concurrent jurisdiction vests in the United States when the Director of the National Park Service files a notice of acceptance with the Governor and State Secretary
