All Massachusetts cities and towns providing curbside waste removal must also provide curbside pickup of recyclable materials, and those with waste drop-off facilities must offer recycling at those sites.

All solid waste collection providers must offer single stream or dual stream recycling collection to all residential (single-family and multi-family) and commercial customers at least once every other week.

Waste haulers are prohibited from knowingly mixing recyclable materials with solid waste or transporting recyclables to disposal facilities or transfer stations.

Adds 5 new definitions to Chapter 21H of the General Laws, including "Recyclable Material" (metal, glass, plastic, paper containers and packaging), "Recycling," "Restricted Material," "Post-consumer Recyclables," and "Transport."

Recycling excludes energy recovery from combustion, fuel creation, composting, or conversion; construction and demolition waste qualifies only if separated into specific categories (asphalt, brick, concrete, wood, metals, etc.).
