Requires all environmental and water testing mandated by law to be enforced through public budgets, private compensation, or court order when necessary

Allows alternative financing for required testing through voluntary contributions from individuals, property owners, or organizations when public funding is insufficient

Creates a Tax Donation Credit (TDC) to reimburse individuals or organizations that pay for legally required testing that would otherwise be covered by public funds

Permits persons with standing to seek court orders to compel testing at specific sites when there is unreasonable delay and sufficient public interest
