Restructures the Board of Registration of Hazardous Waste Site Cleanup Professionals within the Executive Office of Environmental Affairs to consist of 11 members, with the Department of Environmental Protection commissioner or designee serving as chairman

Requires the governor to appoint 10 members representing diverse backgrounds: 3 licensed hazardous waste site cleanup professionals, a homeowner with petroleum heating, an environmental nonprofit representative, a licensed construction supervisor, a banking official, an attorney, a municipal fire official, and a DEP bureau employee

Limits board members to one 4-year term without compensation, and requires the governor to appoint an alternate hazardous waste site cleanup professional to maintain continuity

Mandates removal of all current board members except 3 hazardous waste site cleanup professionals, with the current chair permitted to remain for up to 3 years at their discretion

Takes effect 6 months after passage
