Creates a Blue Communities Program to provide technical and financial assistance through grants and loans to municipalities that adopt at least 5 of 9 water quality initiatives

Qualifying initiatives include: liquid hazardous waste collection programs, impervious surface zoning bylaws, rain barrel programs, shell collection systems, shellfish/seaweed farming or restoration, water quality monitoring, sewer overflow elimination plans, fertilizer restriction bylaws, and stormwater utility programs

Establishes a Blue Communities Fund financed through offshore wind contributions, cap-and-invest programs, sales tax on fertilizers, and other environmental revenue sources

Requires participating municipalities to develop plans prioritizing environmental justice communities and report expenditures and results every two years

Adds definitions for coastal waters, eutrophication, nutrient pollution, ocean acidification, and watershed to Chapter 21N of the General Laws
