Establishes the Pesticide Control Modernization and Environmental Protection Task Force to study Massachusetts statutes, regulations, and practices governing pesticide control

Task force includes 25 members: 5 state commissioners (chaired by Secretary of Energy and Environmental Affairs) plus 20 appointed members representing academic experts, environmental organizations, agricultural groups, industry representatives, and local officials

Task force must review 12 specific areas including pesticide board structure, federal-state regulatory coordination, licensing effectiveness, impacts on watersheds and environmental justice populations, and opportunities to expand integrated pest management on public lands

All meetings must be open to the public with at least 1 public listening session offering remote participation; first meeting required within 6 months of enactment

Final report with findings, recommendations, and any proposed legislation due to legislative clerks and committees within 1 year of enactment
