Prohibits retail establishments from providing single-use plastic carryout bags 18 months after enactment, allowing only reusable grocery bags or recycled paper bags containing at least 40% postconsumer recycled material

Requires a minimum $0.10 fee per bag for recycled paper bags and reusable grocery bags starting 180 days after enactment, with retailers retaining all collected fees

Exempts customers using electronic benefit transfer cards (EBT) from bag fees, and exempts nonprofit organizations distributing food or clothing at no or reduced cost

Provides small business exemption for retailers with 3 or fewer locations, under 4,000 square feet, 15 or fewer employees, and distributing fewer than 15,000 bags annually

Establishes civil penalties of up to $500 for second violations and up to $1,000 for third or subsequent violations, with enforcement by local municipalities and preemption of existing local bag ordinances
