Creates the MassWildlife Inland Fisheries and Wildlife Mitigation and Enhancement Fund as a non-budgeted special revenue fund administered by the Division of Fisheries and Wildlife director to protect, study, and enhance inland fish and wildlife resources

Establishes the Natural Heritage Mitigation Fund administered through the Natural Heritage and Endangered Species Program to mitigate adverse impacts to endangered, threatened, and special concern species through habitat management, research, and land protection

Both funds may receive revenue from appropriations, permits, licenses, judgments, settlements, grants, donations, and investment income, with expenditures allowed without further appropriation

Unexpended balances at fiscal year-end remain in each fund and do not revert to the general fund; the state treasurer is prohibited from transferring fund amounts elsewhere

Natural Heritage Mitigation Fund cannot be used for operating the Natural Heritage Endangered Species Program; if dissolved, remaining funds transfer to the existing Natural Heritage and Endangered Species Fund
