Amends Chapter 91, Section 35 of Massachusetts General Laws to address barrier beach migration caused by sea level rise, storms, or other natural processes

Portions of barrier beaches that move landward or laterally into areas formerly occupied by Great Pond bottoms shall remain in public ownership

Explicitly excludes conversion of existing private property to public ownership to avoid violations of the Massachusetts Declaration of Rights (Article 10) and the U.S. Constitution's Fourteenth Amendment

Defines "barrier beach" according to 310 CMR Section 10.29

Allows 10 citizens to petition for a public hearing before the department and attorney general to resolve disputes about the location of former Great Pond beds
