Creates a state net neutrality certification requiring broadband providers to avoid paid prioritization, ensure open access to legal web content, and refrain from imposing data caps or usage-based surcharges

Prohibits state agencies, municipalities, and constitutional branches from renewing contracts with broadband providers that lack net neutrality certification

Imposes a surtax of at least 50% on any surcharges levied by broadband internet service providers, with proceeds deposited into the Municipal Broadband Development Fund

Requires municipal broadband recipients found in violation of net neutrality provisions to repay awarded funds plus a 5% penalty to the fund
