New site suitability criteria for solid waste facilities must consider impacts on Environmental Justice populations (neighborhoods with median income ≤65% of statewide median, ≥25% minority population, or limited English proficiency) within one mile, as well as sea level rise and coastal storm surge risks

No new landfills, monofills, or ash landfills may be established in or adjacent to Areas of Critical Environmental Concern

The WIN Waste Innovations Saugus Ash Landfill must cease operations and install a permanent cap by December 31, 2030, or earlier if drainage valleys reach capacity or 450,000 tons of material are disposed beginning January 1, 2026
