Amends Section 62 of Chapter 30 to expand the definition of "environmental justice population" by adding a new criterion: neighborhoods located within ½ mile of a current or former federal Superfund site

Maintains existing qualification criteria: annual median household income at or below 65% of statewide median, minority population of 40% or more, 25% or more of households lacking English proficiency, or 25% minority population in municipalities with income not exceeding 150% of statewide median

Allows the secretary to designate geographic portions of neighborhoods as environmental justice populations upon petition by at least 10 residents if that portion meets at least one criterion

Permits the secretary to exclude a neighborhood from designation if it meets all four conditions: income exceeds 125% of statewide median, majority of residents 25+ have college education, no unfair pollution burden, and adequate access to natural resources and recreational facilities
