Requires battery providers (manufacturers, distributors, or sellers) to ensure end-of-life management for batteries removed under warranty or returned to them, and to coordinate with specialized battery recyclers

Establishes a "battery management hierarchy" prioritizing reuse, repair, remanufacture, and repurposing before recycling, with recycling preferred over disposal

Mandates annual reporting to the Department of Environmental Protection on quantities of batteries managed, volumes sent to recyclers, and recovery rates for lithium, nickel, cobalt, copper, aluminum, and graphite

Authorizes the Department of Environmental Protection to implement, enforce, and revise regulations to ensure compliance with both state and federal standards
