Prohibits registration of anticoagulant rodenticides in Massachusetts, except for emergency use by licensed applicators in public health emergencies determined by the state department of public health

Defines anticoagulant rodenticides as products containing Brodifacoum, Bromadiolone, Chlorophacinone, Difenacoum, Difethialone, Diphacinone, or Warfarin

Emergency use is limited to 14 days, restricted to one-time indoor application at a single location, and must be accompanied by integrated pest management and non-chemical control methods

Requires applicators to provide written justification for using anticoagulant rodenticides over non-toxic alternatives and submit post-use reports with ongoing rodent control plans
