Prohibits pet shops licensed under 330 CMR 12.00 from selling or offering for sale dogs, cats, or rabbits, effective January 1, 2027

Allows pet shops to provide space for animal rescue or shelter organizations to showcase animals for adoption, provided the pet shop has no ownership interest in those animals

Grandfathers existing pet shops that were lawfully selling these animals before the effective date, as long as they maintain valid licenses, same ownership, same location, and continue selling only animal types they sold for at least one year prior

Establishes civil penalties of up to $1,000 for first offense, $2,500 for second offense, and $5,000 for third and subsequent offenses, with each advertisement or sale constituting a separate violation

Preserves local authority for towns and cities to enact their own regulations or prohibitions on the sale of dogs, cats, or rabbits
