Establishes a Solar Panel Recycling Advisory Group within the Executive Office of Energy and Environmental Affairs to advise the legislature on recovery and recycling policies for solar panel infrastructure sold and used in Massachusetts

Advisory group must consult with universities and research institutions studying solar panel recycling, solar photovoltaic panel manufacturers, and the recycling industry

Group membership includes 11 members: the Secretary of Energy and Environmental Affairs (chair), Commissioner of Environmental Protection, a Toxics Use Reduction Institute member, Massachusetts Clean Energy Center executive director, 3 governor appointees, and 4 legislative appointees (1 each from Senate President, House Speaker, Senate Minority Leader, and House Minority Leader)

Final report with findings and recommendations due within 1 year of passage to the Executive Office of Energy and Environmental Affairs, Department of Environmental Protection, Joint Committee on Environment, Natural Resources and Agriculture, and legislative clerks
