Establishes the Flood Mitigation and Preparedness Fund, administered by the Secretary of Energy and Environmental Affairs, to provide grants and loans to local governments for flood mitigation projects including elevating utilities, installing flood vents, and elevating buildings

Eligible properties include 1-4 family residences classified as Severe Repetitive Loss or Repetitive Loss under the National Flood Insurance Program, as well as properties owned by "vulnerable populations" as defined in the Massachusetts Hazard Mitigation and Climate Adaptation Plan

Communities must participate in the National Flood Insurance Program and have active approved Hazard Mitigation Plans to receive funding for administrative costs and outreach activities

Creates the Flood Mitigation and Preparedness Review Board, chaired by the Secretary of Energy and Environmental Affairs, with members including building regulators, coastal zone management officials, emergency management representatives, contractors, insurance agents, and environmental representatives

Applications accepted annually from September 1 to December 31, with funded projects required to comply with state building codes and reduce NFIP flood insurance premiums; final inspections must be submitted within 30 days of project completion
