Authorizes the town of Orleans to adopt a local bylaw restricting pesticide use on both public and private property, notwithstanding state law

Limits allowed pesticides to non-synthetic (natural) materials, certain synthetic materials approved under federal organic farming regulations (7 CFR 205.601), and FIFRA 25b minimum-risk pesticides

Exempts indoor pest sprays, personal insect repellents, pet flea/tick products, household disinfectants, mold/mildew products, and commercial farming/nursery applications from restrictions

Permits waivers from the town manager for invasive plant treatment and emergency public health situations after evaluation of alternatives

Establishes penalties of $100 for first offense and $300 for subsequent offenses, with each day constituting a separate violation; commercial applicators may lose their right to operate in Orleans
