Establishes a special commission to examine modernizing Chapter 40B, the comprehensive permit law for low or moderate income housing in Massachusetts

Commission membership includes: House and Senate chairs of the Joint Committee on Housing (serving as co-chairs), the Executive Office of Housing and Livable Communities commissioner, 4 legislative appointees, 4 municipal representatives from the Massachusetts Municipal Association, and 1 affordable housing community organization representative

Commission must hold its first meeting within 2 months of enactment

Recommendations and draft legislation due to the Senate and House clerks and Joint Committee on Housing chairs by December 31, 2025

Commission's mandate is to suggest amendments that balance community needs with Massachusetts' need for more housing
