Eligibility requires household income at or below 80% of area median income, with head of household being a person with a disability between ages 18 and 62

Households must pay minimum 25% of net income toward rent (or 30% if utilities are included), with voucher payments covering the difference up to the payment standard

Payment standards set between 110-120% of HUD fair market rent, with higher amounts allowed as reasonable accommodation for persons with disabilities upon department approval

Voucher payments may cover first month's rent, last month's rent, security deposit, and moving expenses; unspent appropriations carry forward to the next fiscal year rather than reverting to the General Fund
