Creates the Home Works Program to provide out-of-school time and summer programming for children ages 5-14 residing in Emergency Assistance (homeless shelter) programs

Funds program slots at no less than 75% of local market value for services, including transportation costs to and from programs

Allocates slots proportionally to areas with the highest numbers of children in Emergency Assistance, with programs drawing participants from a Department-maintained waitlist

Requires all staff in direct care of children to complete criminal background checks including National Sexual Offender Registry checks

Requires separate funding appropriation and prohibits using existing Emergency Assistance funds; Department must promulgate regulations within 6 months of passage
