Sets payment standards between 100-110% of HUD fair market rent, with exceptions allowing up to 120% (or higher with department approval) as reasonable accommodation for persons with disabilities.

Caps tenant rent contribution at 30% of monthly adjusted net income, with an option to pay up to 40% in the first year if choosing a unit above the payment standard.

Requires mandatory unit inspections before assistance begins and at least biennially thereafter to ensure compliance with State Sanitary Code standards for habitability.

Mandates annual reporting to legislative committees on voucher utilization data including location, value, household demographics, race/ethnicity, and income sources, and allows unspent program funds (line-item 7004-9024) to roll over to the next fiscal year.
