Restructures the manufactured housing commission to 5 members with 2-year terms: 3 appointed by the governor (1 resident, 1 owner, 1 attorney), 1 attorney appointed by the attorney general, and 1 attorney appointed by the director of housing and community development, plus 2 alternate members

Creates a Manufactured Housing Trust Fund funded by 80% of community licensing fees (per lot, occupied or vacant), with the remaining 20% going to the municipality; prohibits passing licensing fees to tenants through rent increases

Establishes a formal dispute resolution program where residents, owners, or operators can file written complaints with the attorney general alleging violations of manufactured housing laws or community rules

Requires community rule changes to be sent to the attorney general and housing director at least 90 days before taking effect, with residents receiving copies at least 60 days in advance; rules are deemed approved if no action is taken within the review period

Prohibits the licensed installer of a manufactured home from also serving as the licensed inspector for that same installation
