Creates a special legislative commission to investigate and study permits and approvals for housing projects under Chapter 40B, Section 21, focusing on environmental impacts and effects on abutting properties

Commission to be chaired by the Secretary of Housing and Livable Communities, with members appointed by the Governor, Senate President, House Speaker, minority leaders, and Attorney General

Includes representatives from environmental and planning organizations: Environmental League of Massachusetts, Conservation Law Foundation, Massachusetts Area Planning Council, Massachusetts Municipal Association, and Massachusetts Law Reform Institute

Chair may add up to 3 additional members with housing or environmental policy expertise

Report with findings and legislative recommendations due by March 6, 2026, to be submitted to Ways and Means committees, Joint Committee on Housing, and published on the housing office website
