Establishes a permanent law revision commission to identify defects and anachronisms in Massachusetts law and recommend reforms, with 13 members including judiciary committee chairs, the attorney general, attorneys appointed by legislative leaders, and gubernatorial appointees including a retired judge, law professor, and historian

Commission members serve staggered 4-year terms and must meet at least 4 times annually, submitting reports with proposed legislation at the close of each legislative session

Repeals Section 34 of Chapter 272 (the "sodomy" statute criminalizing consensual adult conduct) and removes references to it throughout the General Laws

Replaces Section 35 of Chapter 272 to narrowly prohibit only lewd and lascivious acts committed in public with intent or reckless disregard of public exposure, punishable by up to $200 fine and/or 6 months imprisonment

Removes archaic language including "common night walkers, common street walkers" from disorderly conduct statutes and deletes outdated indictment forms referencing "crimes against nature"
