Amends the legal definition of "indigent" to include recipients of public assistance programs (TANF, SNAP, Medicaid, SSI, veterans' benefits), persons with after-tax income at or below 125% of federal poverty guidelines, or those unable to pay court fees without depriving themselves of necessities

Replaces mandatory bi-annual indigency reassessments with reassessments triggered only when the court receives information casting doubt on a person's indigency status

Requires the chief probation officer or designee to prepare and file a written certification report when reassessing whether a person meets the indigency definition

Eliminates several subsections (f, g, h, and i) of the existing indigency determination statute in Chapter 211D
