Replaces Massachusetts General Laws Chapter 209B with an updated Uniform Child Custody Jurisdiction and Enforcement Act (UCCJEA) to standardize interstate child custody proceedings

Establishes "home state" jurisdiction as the primary basis for custody determinations, defined as where a child lived with a parent for at least 6 consecutive months before proceedings began

Creates procedures for courts in different states to communicate and cooperate on custody matters, including rules for handling simultaneous proceedings and declining jurisdiction when another state is a more appropriate forum

Provides expedited enforcement mechanisms for out-of-state custody orders, including registration procedures, warrant authority for law enforcement to take physical custody of children at risk of harm or removal, and mandatory fee awards to prevailing parties

Takes effect December 31, 2025, with pending cases governed by prior law
