Prohibits the Massachusetts Registry of Motor Vehicles from disclosing files, data, or information to federal agencies for civil immigration enforcement purposes, unless a valid probable cause warrant signed by a judge is obtained

Defines "criminal justice duties" to explicitly exclude civil arrests and civil or administrative proceedings, limiting what activities qualify for access to criminal justice information systems

Requires federal agencies seeking access to Massachusetts criminal offender record databases to certify in writing under penalty of perjury that the database will be used solely for criminal justice duties, not civil enforcement

Authorizes the Attorney General to bring legal action in state or federal court to challenge any information demands that violate these restrictions

Amends Chapter 6 of Massachusetts General Laws, building on similar legislation (Senate No. 941) from the 2023-2024 session
