Creates a private civil right of action against individuals who knowingly make false calls to law enforcement or summon police without reason to suspect criminal activity, when motivated by perceived race, color, national origin, ancestry, gender, religion, age, disability, sexual orientation, or gender identity of the target

Allows victims to sue for injunctive relief, damages, or other appropriate relief; courts may issue injunctions without requiring proof of injury or damage

Establishes criminal penalties of up to $5,000 fine and/or up to 2½ years imprisonment for knowingly making discriminatory false police reports

Permits courts to order restitution to victims for property damage up to 3 times the value of damage sustained

Applies a "reasonable person" standard to determine whether the caller lacked legitimate reason to suspect criminal conduct based on the totality of circumstances
