Amends Chapter 201D of Massachusetts General Laws (Health Care Proxies) to expand who can make patient capacity determinations beyond physicians

Replaces the term "attending physician" with "attending health care provider" throughout the statute

Defines "attending health care provider" to include physicians, nurse practitioners, and psychiatric nurse mental health clinical specialists who have primary responsibility for patient treatment and care

Allows any qualifying provider sharing responsibility for a patient's care to act as the attending health care provider for capacity determination purposes

Applies changes across multiple sections of Chapter 201D governing health care proxy activation, decision-making authority, and related provisions
