Creates a new "qualified small business land owner" (QSBLO) category for legal aid eligibility, defined as owners of 3 or fewer properties who meet income guidelines or loan-to-value ratios set by the Massachusetts Legal Assistance Corporation board

Requires that in landlord-tenant disputes, if a tenant qualifies for free legal services, the landlord must be notified and evaluated for QSBLO eligibility before the tenant can receive assistance

Prohibits providing legal services to an eligible tenant unless the landlord also receives legal services if the landlord qualifies as a QSBLO

Directs the Massachusetts Legal Assistance Corporation board to establish guidelines for determining QSBLO eligibility based on income or property loan-to-value ratios

Maintains existing distribution structure requiring at least 80% of legal assistance funds go to local programs and up to 20% to statewide programs
