Amends Section 34M of Chapter 90 of the General Laws to clarify that personal injury protection (PIP) benefits are payable "whether in whole or in part"

Creates a 30-day safe harbor for insurers: courts cannot assess attorney's fees or costs against an insurer if it tenders the amount due to the plaintiff within 30 days of being served with a summons and complaint
