Prohibits Massachusetts state and local government entities from entering into new agreements that grant federal immigration enforcement authority to local officials or that allow detention of individuals for civil immigration purposes

Requires termination of existing immigration collaboration agreements within 30 days and immigration detention agreements within 90 days of the act's effective date

Applies to all state agencies, law enforcement bodies, counties, cities, towns, and districts, including municipal police, sheriffs, state police, Department of Corrections, and campus/hospital police departments

Authorizes the Attorney General to seek injunctions in Superior Court against any entity violating these provisions, while preserving private rights of action
