Creates a new Foreclosure Review Division within the Superior Court Department to handle all residential mortgage foreclosure cases, with concurrent jurisdiction over land court, housing court, and district court matters

Establishes 4-6 sessions statewide with a presiding justice and other assigned justices, plus staff including court administrators, mediators, title examiners, and facilitators for self-represented litigants

Grants jurisdiction over foreclosure validity disputes, post-foreclosure evictions, title actions, loan modification disputes, and related criminal matters including larceny of real property and mortgage fraud

Allows parties or judges to transfer pending foreclosure cases from other courts without additional filing fees, and provides a 30-day window to refile in the division after jurisdictional dismissals elsewhere

Division operates for an initial 5-year term with automatic renewal every 5 years unless the legislature votes to repeal; includes an advisory board with the Attorney General and experts in real estate, mediation, and consumer law
