Establishes qualification requirements for constable supervisors, who must be either a municipal executive or the principal law enforcement agency of the municipality where the constable serves, and must agree in writing to supervise

Defines "arrest" for constables as an actual or constructive seizure or detention of a person, including physical force manifesting intent to restrain, coercive shows of authority, or exercise of official powers using weapons

Requires constables to possess valid certification under Chapter 6E (peace officer standards) that is not suspended, conditioned, or restricted in order to execute arrests

Authorizes the Massachusetts Peace Officer Standards and Training Commission to take action against constables who execute arrests without meeting certification requirements

Directs the Peace Officer Standards and Training Commission to promulgate regulations for implementation, including supervision requirements for constables
