Prohibits research institutions and product testing facilities from removing or separately housing infant nonhuman primates from their biological mothers for research, experimentation, or product testing purposes

Protection applies to infant nonhuman primates from birth through the first 12 months of life

Allows temporary separation only for medical welfare of the mother or infant, with required minimization of psychological and physical distress and prompt reunion

Covers all nonhuman primate species including macaques, squirrel monkeys, owl monkeys, marmosets, baboons, and capuchin monkeys

Requires the Commissioner of Public Health to promulgate implementing regulations within 90 days of passage, with substantive provisions taking effect 90 days after passage
