Amends Chapter 94C, Section 32E to establish tiered mandatory minimum sentences for trafficking heroin, morphine, and opium based on weight: 5 years (18-36 grams), 10 years (36-100 grams), 25 years (100-200 grams), and life imprisonment (200+ grams)

Establishes separate weight thresholds for fentanyl trafficking with the same penalty tiers: 5 years (4-9 grams), 10 years (9-20 grams), 25 years (20-40 grams), and life imprisonment (40+ grams)

Creates lower weight thresholds for carfentanil trafficking reflecting its higher potency: 5 years (⅓-2 grams), 10 years (2-4 grams), 25 years (4-8 grams), and life imprisonment (8+ grams)

Authorizes fines ranging from $5,000-$50,000 for lower-tier offenses and $10,000-$500,000 for higher-tier offenses, which cannot substitute for mandatory prison terms

Takes effect immediately upon passage and reflects proportionate penalties based on each substance's relative potency
