Expands the definition of "provider" beyond physicians to include any licensed health care professional acting within their scope of practice who may lawfully perform abortions

Requires the Department of Public Health to maintain a listing of abortion provider facilities and conduct public education campaigns about crisis pregnancy centers, and mandates confidentiality for reproductive health care in school-based health centers
