Creates an environmental enforcement task force co-chaired by the Secretary of Energy and Environmental Affairs and the Attorney General, with members from DEP, DPU, Fish and Game, Massachusetts Environmental Police, legislative committees, the Supreme Judicial Court, and the Massachusetts Bar Association

Task force must convene its first meeting by December 2025 and meet at least monthly thereafter

Directs the task force to study the state's capacity to enforce environmental laws, examine case law developments affecting individuals' ability to bring enforcement actions, and identify state agency enforcement needs

Requires analysis of civil actions under M.G.L. Chapter 214, Section 7A, including financial barriers facing individuals who seek to bring environmental enforcement suits

Task force must file findings, recommendations, and any proposed legislation with the legislature by December 31, 2026
