Creates two new criminal offenses: indecent assault and battery on a passenger by a rideshare operator (up to 5 years in state prison or 2.5 years in house of correction) and rape of a passenger by a rideshare operator (up to 20 years in state prison)

Defines "ride" as the period from when a passenger enters the vehicle until they safely depart, during which passengers are deemed legally incapable of consenting to sexual contact

Applies to anyone operating or holding themselves out as a rideshare operator through a transportation network company (entities using digital networks to connect riders with drivers)

Adds these new offenses to the Sex Offender Registry requirements under Chapter 6, Section 178C

Classifies offenders under the Sexually Dangerous Persons law (Chapter 123A) and includes the offenses in parole eligibility provisions under Chapter 127
