Amends Massachusetts wage and labor law (Chapter 149) to limit mandatory triple (treble) damages to only willful violations of wage and hour laws

For non-willful violations, courts would have discretion to award actual damages for lost wages and benefits, rather than the current automatic treble damages

Prevailing employees in willful violation cases would still receive triple damages plus mandatory litigation costs and attorneys' fees

Prevailing employees in non-willful violation cases would receive court-determined damages and may (rather than shall) be awarded litigation costs and attorneys' fees

Applies to multiple sections of labor law including provisions on wage payment, benefits, and worker classification (Sections 27, 27F, 27G, 27H, and 150 of Chapter 149)
